The Order of the Minister of Digital Development dated September 3, 2024 approved the Rules for subsidizing communication services for agricultural and industrial facilities for the purpose of introducing digital technologies.
The list of subsidized services includes: individual Internet access services up to and over 8 Mbit/sec.
It is noted that the rules for subsidizing communication services were developed for the purpose of introducing digital technologies and determine the procedure for subsidizing communication services for agricultural and industrial facilities.
Agricultural producers and industrial entities are subject to communication services subsidies.
Communication services located outside the settlement of the following entities are subject to subsidies:
small business entities, including micro-entrepreneurship entities;
registered in the territory of the Republic of Kazakhstan;
having an actively developing business (an active business is an enterprise that has tax deductions for the last 6 months, is not under arrest).
The term of subsidizing communication services is one year, the number of places depends on the amount of budget funds allocated for subsidizing communication services for the current year.
Every year, by August 30 of the current year, the authorized body forms and publishes on the GISS web portal a list of digital solutions for agricultural facilities.
Applications from entities wishing to receive communication services for the coming year are accepted through the GISS web portal annually from September 1 to September 30 of the current year inclusive.
The entity submits an application to the authorized body through the GISS web portal. When filling out an application, the subject selects digital solutions from the list, which it independently and at its own expense (installation work, maintenance, subscription fees and expenses related to the acquisition of intelligent and (or) automated (information, software systems) develops depending on the needs and (or) functional tasks.
After signing the application on the GISS web portal, the authorized body reviews and checks them within three working days. With the help of a competition, the authorized body determines the communications operator providing services in a certain territory. An agreement on subsidizing communications services is concluded within 10 working days after notifying the winner of the competition, but no later than December 31 of the year preceding the year of providing communications services.
Subsidies are paid to communications operators for providing communications services to subjects. Prices for communications services are determined by the authorized body in accordance with commercial offers provided by communications operators.
