Kazakhstan is introducing an annual inspection of grain receiving facilities (GRFs) to determine their readiness to receive the new harvest. Administrative penalties will also be imposed for GRFs failing to meet qualification requirements.

The Ministry of Agriculture has developed draft documents introducing the new requirements. According to them, the annual inspection of grain receiving facilities will be conducted no later than August 30. Inspections will only be conducted at licensed GRFs.

The Ministry of Agriculture noted that preliminary inspection of elevators allows for an early assessment of the technical condition of production facilities, the readiness of process equipment, laboratory facilities, weighing instruments, and the availability of qualified personnel.

GRFs do not need to purchase equipment or change technologies to undergo the inspection.

"The GRF inspection procedure involves a commission inspection to determine compliance with qualification requirements and readiness to receive grain. The inspection procedure is a standard administrative procedure and does not require the use of special digital systems or additional steps. "The business entity provides access to the buildings, equipment, and documentation, after which a grain receiving facility inspection report is prepared and issued," the Ministry of Agriculture explained.

Therefore, the ministry emphasized, no new requirements are being imposed on grain receiving facilities. They must comply with existing requirements regarding qualification requirements and readiness to receive grain to avoid fines.

"Practice shows that the mere presence of administrative liability (fines) is an effective incentive for compliance with established requirements. Therefore, without codifying the corresponding amendments to Article 401 of the Code of Administrative Offenses of the Republic of Kazakhstan, achieving the goals of state oversight and ensuring safety in the area of ​​grain receiving facilities' operations appears difficult," the document states.
