Businesses identified risks associated with implementing the Unified System for Transport Document Management (USTDM).
A meeting on the implementation of the Unified System for Transport Document Management (USTDM) was held at the Atameken National Chamber of Entrepreneurs of the Republic of Kazakhstan. Representatives of government agencies, system developers, and entrepreneurs participated.
The USTDM officially came into effect in Kazakhstan on June 1. The system is designed to digitalize transport documents and increase the transparency of freight transportation. However, even at the initial stage of its implementation, agricultural businesses encountered a number of practical issues.
The main problem raised by agricultural producers was the lack of a stable internet connection in fields, utility roads, threshing floors, and other remote locations. During the harvest season, grain is transported continuously, and the inability to promptly process electronic documents can lead to delays in farm operations.
During the discussion, government representatives confirmed this problem. It was explained that in the event of a communication blackout or technical failure, paperwork for transport documents may be used, with the information subsequently entered into the Unified System for Transporting Grain (USUTD) once access to the system is restored.
Special attention was given to the transportation of grain using private vehicles, as well as the need to consider the specifics of process routes, which often pass through sections of public roads.
Meeting participants noted that the further development of the USUTD should take into account the specifics of the agro-industrial complex and the actual operating conditions of agricultural producers. Business proposals included improving the system's operation in areas with no communication, adapting requirements for process transportation, and ensuring the uninterrupted operation of enterprises during fieldwork.
