
In Kazakhstan, reciprocal obligations for recipients of subsidies in the agro-industrial complex have been enshrined in law. This measure was implemented on the recommendation of the Supreme Audit Chamber, the press service of the Chamber reported.
The amendments were adopted by the Law of the Republic of Kazakhstan "On Amendments and Supplements to Certain Legislative Acts of the Republic of Kazakhstan on Aquaculture, the Agro-Industrial Complex, Electric Power Industry and the Redistribution of Functions of Certain Central State Bodies" dated June 12, 2025.
"Now farmers and agricultural companies will be required to prove the effectiveness of public money invested in them. For example, through increased production, job creation or increased yields. As a result, this will help strengthen control over the targeted use of subsidies and increase their effectiveness," the Supreme Audit Chamber reported.
The department noted that in December last year, the Chamber completed a state audit to assess how effectively budget funds allocated for subsidizing agriculture are used. Following the audit, the government was recommended to amend the legislation and formalize the concept of "counter-obligation" of subsidy recipients.
According to the Chamber, work is currently underway to implement other instructions and recommendations of the Supreme Arbitration Court following the state audit.
It should be noted that the above-mentioned law amends the Law of the Republic of Kazakhstan "On state regulation of the development of the agro-industrial complex and rural areas". Subparagraph 6-1) is set out in the following wording:
"6-1) counter-obligations in the field of the agro-industrial complex - obligations of an agro-industrial complex entity accepted upon receipt of state support measures;".
