The Ministry of Agriculture of the Republic of Kazakhstan intends to amend the Rules for the payment of transport subsidies, increasing the standard for compensation for wheat exports to Afghanistan.
“The draft NPA provides for an increase in the standard for compensation for exports to Afghanistan from 20 thousand tenge to 30 thousand tenge, and also excludes unnecessary detail,” the Ministry of Agriculture reported.
The increased standard is being introduced in order to free up elevator capacity for receiving the 2025 harvest and withdrawing surplus grain from the domestic market.
Recall: The Rules for the payment of subsidies to reduce the cost of expenses associated with the transportation of grain, and the Rules for subsidizing the expenses of a national company in the agro-industrial complex associated with the transportation of grain, were introduced in early March of this year. The document, in particular, provides for the reimbursement of part of the costs of transporting wheat to Afghanistan in transit through the territory of Turkmenistan.
According to the Ministry of Agriculture, from September 2024 to April 2025, Kazakhstan exported about 10 million tons of grain and flour in grain equivalent, compared to the previous season, the growth in supplies was 37.4%. In particular, exports to Afghanistan for the specified period amounted to 270 thousand tons (+ 34%).
