Today, a meeting was held at the Atameken National Chamber of Entrepreneurs of the Republic of Kazakhstan with representatives of the Ministry of National Economy, the Ministry of Finance, and the business community. The meeting focused on draft amendments and additions to the Tax Code of the Republic of Kazakhstan.

Representatives of the Ministry of National Economy reported on the results of the Project Office's work: over 23 meetings, approximately 100 conceptual tax policy issues were considered. Businesses were presented with a preliminary version of the amendments, with comments and suggestions being accepted until August 7, 2026.

The position of the Grain Union of Kazakhstan, the Association of Legal Entities, was presented by Nurlan Ospanov, Chairman of the Union. He outlined a number of fundamental issues of critical importance for the agro-industrial complex and processing plants.

  • Refund of Withheld VAT for 2026

The Union proposed to establish in the transitional provisions of the Tax Code a mechanism for the refund of VAT amounts (80% withheld from taxpayers during 2026) in 2027 through adjustments to tax reporting. This initiative previously received support at a meeting of the Project Office and was recorded in the minutes.

  • Clarification of the application of Article 484 of the Tax Code

The Grain Union proposes clarifying the wording of the amendments to eliminate ambiguous interpretation. Specifically, it is recommended to clearly stipulate that the "tax pyramid" audit mechanism should extend exclusively to the agricultural producer level.

  • Maintaining tax incentives for processors

Particular attention was paid to maintaining tax incentives for agricultural processing enterprises. The measures introduced previously have proven effective: they have significantly increased the export of highly processed products, enhanced the competitiveness of Kazakhstani goods abroad, and successfully fulfilled the instructions of the President of the Republic of Kazakhstan to increase the export of high-value-added products.

In this regard, the Union proposes not to immediately abolish the benefits for processors along with the preferences for farmers, but to maintain them for a transition period (e.g., five years) with a subsequent gradual reduction.

The announced initiatives have been accepted for consideration by government agencies.

The Grain Union of Kazakhstan will continue to actively participate in improving tax legislation, consistently promoting the interests of domestic agricultural producers and processing plants, and facilitating the growth of grain exports and high-value-added products.
