
The Government, chaired by Deputy Prime Minister - Minister of National Economy of the Republic of Kazakhstan Serik Zhumangarin, considered problematic issues and the potential for developing information systems in agriculture, the APK News agency reports.
A single inter-industry digital platform for paying subsidies to agricultural producers based on the existing State Information System of Subsidies (GISS) was proposed by Vice Minister of Agriculture Baglan Bekbauov.
Currently, farmers receive subsidies from three different government agencies and in different information systems: the Ministry of Agriculture, the Ministry of VRI, and soon the MCRIAP plans to launch a system for subsidizing Internet use for farmers. Working in different systems creates certain difficulties for users. Taking into account all the integrations that have been completed and are being completed, according to the Vice Minister, GISS is ready to become a single inter-industry platform for subsidizing and providing all services in the agro-industrial complex.
The Deputy Prime Minister supported the proposal, instructing all government agencies involved in this process, including the Ministry of Finance, to develop a unified concept for the functionality of the GISS as a single inter-sectoral platform for the provision of public services in the agricultural sector.
Taking into account numerous requests from farmers about the delays in the payment of subsidies, the Deputy Prime Minister instructed the Ministry of Agriculture to implement in the GISS the ability to form an electronic queue of applications for the payment of subsidies in accordance with the financial resources allocated for the year. New improvements should automatically calculate the budget allocated by the state to support farmers for the year and form a queue for the next period of receipt of funds, without leaving debts for the current year.
Another important digital innovation is the introduction of an agricultural machinery accounting system in the unified digital platform of the Public Service Center (IS "PSC 2.0") of the Government for citizens. This will allow registering agricultural machinery in special centers.
"Last year, a pilot launch of the initial registration of machines in the developed functionality of the IS "PSC 2.0" was successfully carried out in Almaty and Kostanay. Together with the Government, a step-by-step plan for the implementation of five subtypes of public services has been developed for citizens: re-registration, deregistration of vehicles, obtaining license plates, updating information on agricultural machinery, providing certificates of collateral," Baglan Bekbauov informed.
The meeting also reviewed the progress of the implementation of the traceability system in crop production (ISPR). The system is focused on grain operations, as they say, from the field to the produced product and allows tracking the path of its storage and sale, up to export operations. A similar approach has been implemented in the import of agricultural products, which will help eliminate "gray" schemes.
"Since the beginning of this year, a pilot project has been launched in the Akmola region to test the functionality, including user authorization and work with the system. Training events have been held for agricultural producers and employees of agricultural departments. Currently, more than 100 people are participating in the pilot project, including agricultural producers, those involved in storage and sales. The system is planned to be launched in September this year. In order to obtain data on the actual volume of crops, cultivated fields and harvesting, the potential of JSC Kazakhstan Gharysh Sapary will be used in the ISPR,” the vice minister added.
Following the discussions, the vice prime minister supported all proposals for the development of digital systems for the agro-industrial complex and gave the necessary instructions for their successful implementation.
