Head of State Kassym-Jomart Tokayev set a clear goal for the government and financial institutions to ensure the timely completion of spring field work, instructing them to ensure the necessary funds reach farmers and noting that "it is extremely important to conduct spring field work in a timely manner."

As part of this strategic directive and systematic efforts to improve support measures, the Agrarian Credit Corporation (ACC, a subsidiary of Baiterek Holding) is constantly refining its approaches. Acting proactively, the Corporation is announcing the start of accepting applications for the key "Ken Dala 2" program, effective October 1, 2025. This decision allows the program to launch a month earlier than last year, giving agricultural producers additional time and flexibility to prepare for the new season.

Advantages of Early Financing

Advance financing allows farmers to effectively prepare for the new agricultural season. As early as autumn, farmers have the opportunity to purchase fuel and lubricants at favorable prices, purchase fertilizers, repair equipment, and stock up on necessary seeds. Access to resources during this period is key to a successful sowing campaign.

The early financing mechanism was first launched in late November 2024 and immediately demonstrated high demand. At that time, the Corporation allocated 100 billion tenge for this purpose. The initiative received a positive response from farmers, and this year its scope has been significantly expanded.

Program Terms
The program offers a preferential interest rate of 5% per annum. To address the issue of insufficient collateral, an effective mechanism is in place: if necessary, up to 85% of the loan amount can be covered by a guarantee from the Damu Entrepreneurship Development Fund. Financing is provided through a wide network of ACC branches and partner financial institutions across the country.

"Demand for credit in the agricultural sector remains consistently high, and our goal is not just to meet it, but to offer the market flexible and timely instruments. We see that early financing is in demand; it allows farmers to work more systematically and efficiently. Therefore, we will continue to adapt our products based on the real needs of agricultural producers," noted Almat Ashirbekov, Chairman of the Board of JSC Agrarian Credit Corporation.

Funding Dynamics

The Corporation's consistent work ensures a steady increase in support volumes. While 140 billion tenge was allocated to the "Ken Dala" program in 2022, this amount reached 321.5 billion tenge in 2024, and has already exceeded 500 billion tenge in 2025. This trend reflects the expansion of systemic support measures for the agricultural sector. A key priority for the ACC remains improving financing mechanisms to ensure they are convenient, understandable, and meet the current needs of the agricultural sector.
